Follow-up to #6349 (which made the binary license gate satisfiable via `legal-determinations.json` and collected texts): the `collected` determination path did not enforce the same ≥300-character bar on collected texts that embedded licenses already carry — a stub file could silently become a component's license terms. `legal.py` now applies the identical character bar to `collected` texts, and `legal_test.py` gains two cases: a jar without embedded licenses plus a properly collected text passes with `license`/`textSource`/`basis` recorded in the manifest, and a sub-300-char collected text still fails fail-closed with the review manifest written. All 20 in-tree collected texts are above the bar (smallest 470 chars), so no existing determination regresses — `mvn clean package -DskipTests` passes with "JAR license check passed: 278 actual components" and `legal_test.py` runs 8/8. -- This is an automated message from the Apache Git Service.
