### Studio Version
`rocketmq-studio` at `a92c23144408cdf5729707050e9ecd9b75f1bad0`.
### Runtime Environment
Any page using `TagList` with `max` smaller than the number of labels,
including Grafana dashboards and other compact tag columns. Reproduced with the
component test in jsdom.
### Describe the Bug
`TagList` hides excess labels behind a `+N` tag. The hidden labels live only
in an Ant Design Tooltip attached to a non-focusable Tag. Mouse hover opens the
tooltip, but keyboard users cannot tab to the `+N` tag or discover the labels.
The collapsed value has no accessible label describing the hidden items.
### Steps to Reproduce
1. Render a three-item `TagList` with `max={1}`.
2. Navigate through the page with Tab and Shift+Tab, without a pointing
device.
3. The `+2` element cannot receive focus, so the hidden Email and SMS labels
cannot be inspected through the tooltip.
### What Did You Expect to See?
The collapsed tag should be reachable by keyboard and expose the hidden
labels on focus, with an accessible name containing those labels.
### What Did You See Instead?
Only pointer hover reveals the hidden labels.
### Additional Context
The proposed change preserves mouse hover behavior and adds a keyboard-focus
regression. It does not change how many tags are visible or how the labels are
truncated.
