A failed session-overview request was swallowed as `null`, so the administrator summary disappeared while the user table still looked healthy. ## Brief changelog - Keep the user-list response independent of the overview response. - Show a persistent, localized failure message and Retry action when the overview read fails. - Restore the overview after a successful retry and clear the error state when administrator access ends. - Add a component regression for the partial failure and recovery.
