### Which Issue(s) This PR Addresses Refs #6882. **Draft for design review**: the bounded-file workflow needs maintainer agreement before this is ready to merge. ### Brief Description The console exports every alert rule into one JSON document, but the importer rejects documents above 200 rules. A 201-rule backup therefore cannot be restored unchanged. Keep the version-1 format and existing 200-rule write limit: for larger snapshots, let the operator choose and download numbered parts of at most 200 rules. Up to 200 rules retain the existing single file and filename. Every part preserves its captured domain, rule order and portable fields. The dialog has Chinese/English instructions to download all parts, import them separately and avoid re-importing successful files. Each import remains its own transaction; there is no automatic multi-batch mutation or atomicity promise across files. No new REST API, ZIP dependency, or raised import limit. ### How Did You Test This Change? On ECS Ubuntu Linux / Node 20.20.2, verified all 398 tracked Web source files against the branch manifest with dependencies matching the committed lockfile: - Restoring the original page: the two large-backup UI regressions fail; the 1/200-rule single-file controls pass (35 unrelated cases skipped in this mutation check). - Complete affected page and backup-helper suites: 46/46 pass, no skips. The same 46 tests and TypeScript check pass locally. - Changed-file ESLint: no errors; five page warnings match the pristine baseline by rule/severity/message. Prettier passes. - License tool tests: 5/5 pass. - `npm run build`: TypeScript, Vite and license gate pass (132 actual components / 139 license files). Boundary tests cover 0/1/200/201/400/401 rows, order and field preservation, filenames/domain, unchanged single-file exports and actual component downloads of both parts. A local real-browser check with 201 seeded mock rules verified the Chinese and English dialog and downloaded files containing 200 + 1 distinct rules. This is not a production database restore. Related closed #3416 and #3776 cover the import guard; this PR preserves it and makes large exported snapshots available in that format. Open #6784 and #6855 address different import contracts.
