Rebased after #6676 and pushed `53c945eaf4cbfbfc1d978a8740c7125d192163ff`. Removed the workflow changes and duplicate rmqctl cleanup; the remaining diff restores deploy/.env after extraction failure and preserves/propagates failure status, with offline regression coverage. All eight offline tests, bash -n, and git diff --check pass.
