   **Root Cause:**
   `TencentCatalogService.listCloudInstances()` (line 91-93) stops pagination 
when `DescribeInstanceList` returns `Data == null` or an empty array, without 
checking `TotalCount`. When Tencent returns an empty page but `TotalCount > 0`, 
the catalog treats the response as complete instead of incomplete.
   
   **Impact:**
   The cloud instance catalog can silently omit instances when the provider 
returns a partial or contradictory response. Users may not see all available 
instances in the dropdown.
   
   **Severity:** Medium — data completeness issue affecting instance visibility.
   
   **Code Location:**
   -

   - Lines 91-93 in `listCloudInstances()`
   
   **Suggested Fix:**
   When `TotalCount` is known and non-negative, treat an empty/short page with 
`offset + returned < TotalCount` as an error (502-style) rather than 
end-of-list. Preserve the existing fallback when `TotalCount` is missing.
