### Motivation `BulkToggleAlertRulesDTO` had no unit coverage for its validation rules. This PR adds first coverage. ### Changes - ids and enabled are required. - Over-100 and null id entries are rejected. - A valid bulk toggle passes validation. ### Verification - `mvn -B test -Dtest=BulkToggleAlertRulesDTOTest`: 3/3 passed, BUILD SUCCESS -- This is an automated message from the Apache Git Service.
