### Summary
Adds the first dedicated unit test suite for `AclClusterConfigVO`, the
cluster ACL configuration payload returned by the config endpoint.
### Changes
-
`server/src/test/java/org/apache/rocketmq/studio/instance/acl/AclClusterConfigVOTest.java`
- `builderDefaultsDescribeEmptyConfig`: acl enabled false, account count
zero.
- `allArgsCarryConfigState`: version, whitelists and accounts round-trip.
### Testing
- `mvn -B test -Dtest=AclClusterConfigVOTest` passes (2 tests, all green).
