### Summary
Adds the first dedicated unit test suite for `ClusterConfigVO`, the
effective broker config payload shown by the cluster config views.
### Changes
-
`server/src/test/java/org/apache/rocketmq/studio/cluster/config/ClusterConfigVOTest.java`
- `builderDefaultsDescribeEmptyConfig`: queues/counters zero, toggles
false.
- `allArgsCarryConfigState`: queue counts, message size and flush type
round-trip.
### Testing
- `mvn -B test -Dtest=ClusterConfigVOTest` passes (2 tests, all green).
