I would like to take the first atomic ARCH-01 contract slice. Scope: reuse
the existing ClusterType; add a versioned tri-state capability catalog; expose
GET /api/clusters/{clusterId}/capabilities; return conservative configured
defaults only; add service, MockMvc, serialization, and data-leak tests; and
update docs/api-spec.md. Non-goals for this PR: RocketMQ SDK integration,
probes or merge policy, credentials, frontend changes, and removal of the
current LiteTopic compatibility endpoint. I will target rocketmq-studio, keep
the PR independently testable, and stay within the 5-10 file guideline.
