[I] 消息请求头中的TAGS设置不生效 [rocketmq-spring]

   我用下面代码进行消息头中的TAGS设置后，在对Message转换时，会把Message的Header中的TAGS标签丢失。
   ```java
   MessageBuilder.withPayload(msg).setHeader(RocketMQHeaders.TAGS, 
"my-tag").build;
   ```
