   ### Describe the Bug
   
   The RocketMQ Rust client uses `OffsetDateTime::now_local` from the `time` 
crate, but doesn't declare the required `local-offset` feature in its 
dependencies. This causes compilation errors in downstream projects unless they 
explicitly enable this feature.
