   OS: CentOS Linux release 7.6.1810 (Core)
   Docker version 20.10.24
   
   ### RocketMQ version
   
   5.1.4  standalone with enable-proxy
   
   ### JDK Version
   
   openjdk8
   
   ### Describe the Bug
   
   The tool command 'resetOffsetByTime' returns with success info怂But it makes 
no effect and my consumer can still get all old msg.
   By the way , I use the new grpc client.

   The consumer offset can be reset after the the tool command.
