   When DEADLINE_EXCEEDED occurs, it is expected that the attemptId would be 
reused, but it is not.
   
   ### Steps to Reproduce
   
   1. fifo consumption
   2. simulate server pop response timeout randomly
   
   ### What Did You Expect to See?
   
   There may be a slight delay in consumption, but it will not block
   
   ### What Did You See Instead?
   
   Some queues' consumption is blocked
