### Is Your Feature Request Related to a Problem? When the user updateBrokerConfig performs a configuration update, many users do not know the current effective range. They need to read the code to know the actual effective range. ### Describe the Solution You'd Like Directly inform the user of the effective scope and guide the user to do the further operations. ### Describe Alternatives You've Considered Specify an effective range for each config key.
