The two history budget guards threw IllegalArgumentException where the neighbouring AiPayloadGuard checks answer with BusinessException(400), so an over-budget history reached the operator as a 500. Also document the HTTP side of `resume` in api-spec.md: for the http engine the flag decides whether the turn carries bounded history (200 events scanned, at most 16 turns and 64 KiB), history never gains the system prompt's authority, an over-budget history is a 400, and resume=false applies to that request only.
