### Motivation We do have an optimization(https://github.com/apache/pulsar/pull/21739) that skips messages that have already been acknowledged, but that doesn't prevent the ledger been opened. We can optimize it further by skipping the opening of those ledgers where all entries have already been acknowledged ### Modifications Check if all entries in this ledger have been deleted (acknowledged).
