This is "single threaded", but the purpose is to prevent concurrent execution of tasks that are scheduled with fixed rate. Therefore a better name would be SingleThreadNonConcurrentFixedRateScheduler`. There's no need to extend `ScheduledThreadPoolExecutor`.
