Review Comment:
   Shall we add an integration test that does some chaos and random testing
   
   Setup 
   1. create 1 topic with N partitions
   2. create 1 control table which has default configs (consumes from all 
partitions)
   3. create M tables which have some random assignment (non contiguous) of 
these N partitions. Put these M tables behind 1 logical table. 
   
   Random situations
   1. Server restart / controller restart
   2. Force commit or pause / resume ingestion
   3. Anything else that could affect partition level state
   
   The primary need for such a test would be to help prevent future regressions 
where some functionality depends on getNumPartitions() instead of 
getPartitionIds()
