   This PR intends to fix the cache saving and restoration of the prebuilt 
binaries in MacOS CI build.
   
   ## Impact
   Fixes #7636.
   
   ## Testing
   CI build pass and successfully completing the **Post Restore Tools Cache** 
build stage:
