## Summary This PR adds: 1. A driver for the LiteX LITEETH peripheral. 2. A defconfig for the ARTY_A7 development board to demonstrate LITEETH support. ## Impact Isolated to LiteX system users with LITEX ETHMAC configuration turned on. ## Testing Built and tested on the [Digilent ARTY_A7](https://digilent.com/shop/arty-a7-artix-7-fpga-development-board/) development board using the inbuilt Ethernet Jack.
