Review comment:
       > @pussuw what about `arch/risc-v/include/arch.h`? Or you think that 
`macros.h` is fine?
   
   I agree that arch.h is the correct place, but I encountered a circular 
inclusion problem that I really don't have the energy to solve right now.  
macros.h is not a very good name as it implies "all macros ever reside here", 
instr_macros.h would be another option but I don't like it either. If you wish 
you can take a look if you can figure out what the circular inclusion issue is?
