   ## Summary
   Added boardctl BOARDIOC_PM_CHANGESTATE used in BOARDIOC_PM_CONTROL to change 
the pm state (pm_chargestate()).
   
   ## Impact
   minimal, added a new boardctl to excisting interface.
   
   ## Testing
   Tested on RDDRONE-BMS772, it worked.
