   ## Summary
   
   Fix the issue of `PSRAM` heap being destroyed when operating `SPI flash` 
APIs.
   
   ## Impact
   
   Enable `SPI flash` encryption in  `Partition`,  `PSRAM` heap will be 
destroyed when operating `SPI flash` .
   
   ## Testing
