## Summary
- serial/uart_pci_16550.c: fix multiport ax99100
ax99100 export each serial port as a separate PCI device function so we
have to handle this properly.
## Impact
fix using multiple ports at once for ax99100 serial PCI cards
## Testing
tested in a setup where one port is used as a console, the other as gdbstub
interface
