### Motivation
Strictly process new instances in the order of submission to facilitate the
evaluation of recovery time during data supplementation.
### Modifications
1 Place the newly added instance in a separate queue called addActionQueue
without blocking other types of tasks
2 Retrieve instances from addActionQueue in order to execute
