Fixes #11049
### Motivation
1. Standardized the document annotation information of each Function.
2. Added three fields to @TransformFunction and added the information of
these fields to each Function. For easy distinction, each parameter name of
each Function is wrapped in single quotes.
3. Added NP Check to some Functions to reduce errors.
4. In the FunctionTool class, added an interface to obtain Function
description information for use by other modules.
