This is a test-only change that adds SCALAR timestamp type coverage (with an explicit INPUT_TIME_UNIT) to TestCOWDataSource, the gap described in HUDI-1610. Azure CI is green. The AI review found no correctness issues. Its one nit suggested renaming the test to end in `Millis` to mirror the EPOCHMILLISECONDS test, but the existing sibling test (`testSparkPartitionByWithTimestampBasedKeyGenerator`) has no such suffix, so I kept the current name.
