### Describe the issue this Pull Request addresses
For Secondary index record generation in MDT(non streaming writes), we were
listing data table partitions w/o metadata table. We are fixing that in this
patch to simplify and fix how we compute the secondary index stats.
### Summary and Changelog
Fixing secondary index record generation for MDT (non streaming flow) to
ensure we don't do file listing to poll data table for latest file slice.
### Impact
No unwanted fs listing for data table.
