Restoring to an instant older than the last compaction in the metadata table
causes the metadata table to be rebuilt. This means that we will not be able to
find the completion time for this instant and that is currently causing
failures when this case is hit after the changes introduced in
https://issues.apache.org/jira/browse/HUDI-9667
