Thank you @danny0405. I understand now after doing some more tests. One thing I'm curious about is that not only inline table service, but also when `CLUSTERING_SCHEDULE_ENABLED` is set to true, `PartitionAwareClusteringPlanStrategy` is called and the same issue occurs.
