   ### Impact
   
   Inside HoodieTableMetadata.java, for index lookup APIs of SI and RLI only, 
input output all use HoodieData/HoodieMapData instead of Java collections. This 
is a pure interface level change, where the caller and API internal 
implementation still uses Java collections but wrap/unwrap the 
HoodieData/HoodieMapData interface.
   
   At the same time, introduced a new table version and did a quick code change 
on how secondary index file group partitioning is changed.
   
   Secondary index data format is
   `<secondary col value>$<record col value>: null`
   
   - Before table version 9, it is hash partition by `<secondary col 
value>$<record col value>`
   - Starting from table version 9, it is hash partitioned by `<secondary col 
value>`
