### Change Logs
Add a metadata config to enable or disable functional index. Note that this
is an uber config to disable all functional indexes. To build or drop each
functional index individually, users still need to use CREATE/DROP INDEX SQL
commands.
### Impact
Ease of use, users can easily disable func index with a simple toggle.
