Summary: Investigate Azure CI flakey test custom detection

Flakey test detection is currently enabled, but it only seems to be reporting
at the pipeline job level. We would like have specific tests flagged as the
offender so that the detection can identify flakey tests. Investigate if custom
detection will allow us to identify the specific failing tests.
