Review comment:
even with each partition could be instantiated at different physical
times, the logical times (hudi instatnt timestamp) will be the same. Are you
taking from rescheduing index pov? Anyway, i think we should check run the same
checks as in `initializeIfNeeded` before initializing file groups.
