### Describe the subtask - Dispatch in-job recommenders by policy type: compaction `trigger-expr`, orphan `trigger-expr`, expire and rewrite-manifests placeholders always maintain. - Load the policy with `PolicyMetaService.getPolicyById` (one join of policy, current version, and metalake name). Callers hold `PolicyMetaService` and `JobMetaService` as static fields. - When a bound job is already terminal, `OccupancyGate` sets `finished_at` so the soft slot can be claimed again. - Share QL evaluation from `optimizer-api` (`ExpressionEvaluator`, `QLExpressionEvaluator`, `CompactionTriggerEvaluator`). **Out of scope:** REST sample/finish, cron submit, Spark job execution, expand scheduling.
