### Describe the subtask
On top of #13984 (expand → cron-job rows):
- Replace the cron-pool deferred callback with short control-plane submit
(§5.2.2)
- Parse `table:{tableId}:{policyId}`, OccupancyGate skip, soft-slot claim,
auth overlay onto `jobOptions` / `updaterOptions`, `JobManager.runJob`,
`bindJobId`
- Always delete the one-shot cron-job row after the pick
- Release the soft slot when submit fails
**Out of scope:** expand registration (#13983) / expand enqueue (#13984),
commit-pool, in-job `MaintenanceTypeHandler` pipeline (#13824 / #13825),
BuiltInJob `execute` leaf wiring.
