### Describe the subtask
On top of #13983 (register `policy-expand` leases from `timeTrigger`):
- Replace the expand-pool no-op with a real `policy-expand` handler
- On each due pick: resolve the policy, list attached tables in batches,
enqueue up to `gravitino.maintenance.expand.enqueueBatchSize` one-shot
`cron-job` rows (instance id per design, e.g. `table:{table_id}:{policy_id}`)
- Keep the expand row; move its next due time to the next Quartz cron fire
- Skip / no-op safely when the policy is missing, disabled, or has blank
`timeTrigger`
- Unit tests for enqueue batching, next-due reschedule, and skip paths
**Out of scope:** cron-pool Spark `runJob` submit (#13824 / later),
commit-job path, real maintenance `execute` hooks.
