### Describe the subtask On top of #13800 / PR #13885 (domain `PolicyExecutionSpec` peers): - Map peers to/from flat JSON via `ExecutablePolicyContentSerde` (no nested `executionSpec`) - Iceberg `PolicyContentDTO` + `DTOConverters` + REST/POConverters round-trips for each executable built-in type - `MaintenancePolicyDefinitions` keyed by `BuiltInType`, per-type `gravitino.maintenance.*.minIntervalMs`, conf + server docs **Depends on:** #13800 / PR #13885 — merge first, then land this stack. PR: #13887 (base: `branch-tms-scheduler`) **Out of scope:** OpenAPI / user-facing policy docs polish (#13815); nearest-policy selection (#13779); cluster-static `gravitinoAuth` / `ircAuth` (#13797).
