### What changes were proposed in this pull request? Split from #13801 (slice 2/2). Server defaults for Epic #13764 / #13800. - `MaintenancePolicyDefinitions` keyed by `Policy.BuiltInType` - Per-type `gravitino.maintenance.*.minIntervalMs` config entries + `resolve()` - `conf/gravitino.conf.template` and `docs/gravitino-server-config.md` Depends on / pairs with slice 1 (execution peers). Safe to land independently; `resolve` takes a `Long` from policy content. ### Why are the changes needed? Server defaults cover omitted `minIntervalMs`. `BuiltInType` stays the single maintenance identity. Fix: #13800 ### Does this PR introduce _any_ user-facing change?
