### What changes were proposed in this pull request? Add the Domain design doc at `design-docs/domain-design.md`. It proposes a metalake-level `Domain` object: - Each domain has one backing tag (by default named after the domain path, e.g. `Finance/Tax`); an asset is a member when it carries that tag. - Tag privileges govern membership; new `MANAGE_DOMAIN` / `USE_DOMAIN` privileges govern the domain itself. - One level of movable sub-domains, and `DRAFT` / `PUBLISHED` status. - Membership inheritance through the existing tag inheritance. - REST API, Java/Python clients, read-only MCP tools, and events/audit. ### Why are the changes needed? Gravitino has no way to group assets from different catalogs into business domains for discovery and agent retrieval. This doc settles the design before implementation under epic #13864.
