### What changes were proposed in this pull request?
- `TableFormatOutputIT`: align `jdbc-database` with the database in
`jdbc-url` (`mydb`), and add `verify-on-create=false`, so the catalog create is
accepted again after #12938's database-name validation and #13767's create-time
reachability probe. The test only checks CLI table output and uses a fake host
deliberately.
- `IcebergRESTAsyncPurgeIT`: add the missing `@Tag("gravitino-docker-test")`
so it is skipped on Docker-less machines, consistent with other container-based
ITs in the module.
### Why are the changes needed?
A plain local `./gradlew build` fails at `:clients:cli:test` (the test JVM
exits 255, masking the real error) and at `:iceberg:iceberg-rest-server:test`.

### Does this PR introduce _any_ user-facing change?
No. Test-only changes.
### How was this patch tested?
- `./gradlew :clients:cli:test`: 512 tests, 0 failures (including
`TableFormatOutputIT`).
- `./gradlew :iceberg:iceberg-rest-server:test` without Docker: BUILD
SUCCESSFUL, `IcebergRESTAsyncPurgeIT` excluded via the tag.
