### What changes were proposed in this pull request? Add Semantic Model concepts and operation guides with REST, Java, and Python examples, Ossie import/export, source requirements, and governance. Add documentation entry points, consolidate the Python example, and correct stale OpenAPI validation descriptions. ### Why are the changes needed? Provide a complete user guide for Semantic Model management. Fix: #13840 ### Does this PR introduce _any_ user-facing change? Yes.
