### What changes were proposed in this pull request? In-job gate pipeline for TMS (depends on merged [#13774](https://github.com/apache/gravitino/pull/13774)): - Package `maintenance.injob`: S0 sample → snapshot-drift → recommend gates - `TableMaintenanceInJobSampler` / `TableMaintenanceInJobPipeline` (`gateCronJob` / `gateCommitChainType`) - `InJobRecommender` + `RecommendDecision` (no production placeholder recommender) - Metrics persist via `insertMetrics` once per `(table, policy, snapshot)` - Uses `TableMaintenanceActionMetaService` soft-slot APIs (`insertInFlight` + `bindJobId` with `created_at` fence) - Unit tests with injected recommender stubs **Out of scope:** Four maintenance type executors, OCC commit-chain, control-plane submit pipelines, OccupancyGate / REST Feature (#13816). ### Why are the changes needed? In-job S0 sample / drift / recommend-gate subtask of Epic #13760. Fix: #13777 ### Does this PR introduce _any_ user-facing change?
