### Describe the subtask **Priority:** P1 **Dependencies:** API-DESIGN; use #13624 semantics for transaction participation. Coordinate with #13630 for relation events. **Scope:** Implement the agreed API structure and migrate relation and entity-change consumers, including OwnerManager, PolicyManager and CatalogManager. Remove inconsistent instanceof/accessor checks and relational implementation dependencies from domain callers. Preserve current relation behavior and committed entity-change delivery while moving implementation-specific poller details behind the API. Document and test compatibility for custom stores, optional capabilities, listener registration/unregistration and store shutdown. Prefer staged adapters and deprecation where feasible; document any necessary breaking change and release boundary explicitly. Keep cache and garbage-collection SPIs internal to their owners. **Acceptance:** Callers use the agreed capability access pattern, unsupported capabilities fail explicitly where required, and focused tests cover adapters, missing capabilities, subscription lifecycle and transaction behavior. ### Parent issue #13621 -- This is an automated message from the Apache Git Service.
