### Describe the subtask Finish the policy-content work that #13766 deferred (BuiltInType placeholders already landed under #13765): - `TableMaintenanceContent` base with optional peers: `schedule`, `minIntervalMs`, `jobOptions`, `updateOptions` - `MaintenanceTrigger` + `TableMaintenancePolicies` external validation (DTO / `PolicyEntity` / `PolicyManager`) - Attach peers on the four built-in maintenance contents (compaction, orphan-removal, rewrite-manifests, snapshot-expiration) - REST/DTO/OpenAPI/docs round-trip for those fields - Placeholder types keep `trigger-expr=false`; peers may be stored but are not evaluated for enqueue yet **Out of scope:** nearest-policy / `minIntervalMs` resolution (#13779), cluster-static `gravitinoAuth` / `ircAuth` (#13797).
