### Describe the proposal Implement the policy-content and cluster-static client-auth foundation for the in-process Table Maintenance Service (TMS). This epic delivers: - Typed TMS fields on Iceberg compaction policy content (`schedule`, `minIntervalMs`, `jobOptions`) with validation (including rejection of credential-shaped option keys) - REST DTO round-trip and OpenAPI / policy docs for those fields - Nearest effective-policy selection and `minIntervalMs` resolution (policy → server config → code default) - Cluster-static `gravitinoAuth` / `ircAuth` bags from `gravitino.conf`, overlaid at `runJob` — not stored in policy content Design: [apache/gravitino#13386](https://github.com/apache/gravitino/pull/13386).
