[#3560] improvement(client-python): Fix too-many-arguments and
too-many-positional-arguments Pylint rules (#13671)
### What changes were proposed in this pull request?
Configure `max-args` and `max-positional-arguments` in the `[DESIGN]`
section of the client-python `pylintrc`, consistent with the existing
`max-returns=10` limit, and remove `too-many-arguments` and
`too-many-positional-arguments` from the `disable` list.
### Why are the changes needed?
The client-python DTO constructors, builders and API methods
legitimately carry up to 10 parameters (mirroring the Java client), so
configuring the design threshold is the correct resolution instead of
degrading the public API or leaving the rules disabled.
Fix: #3560
### Does this PR introduce _any_ user-facing change?
No.
