### What changes were proposed in this pull request? Adds the 1.3.1 section to the downloads page, above 1.3.0. Same shape as the 1.2.1 change (#132): source, binary, Iceberg REST server, Lance REST server, and the six Trino connector bands, each with its ASC and SHA links. ### Why are the changes needed? 1.3.1 has been released and the artifacts are now in `dist/release`. Part of the release epic apache/gravitino#12755. ### Does this PR introduce any user-facing change? Yes — the downloads page now lists 1.3.1. ### How was this patch tested?
