   ### What changes were proposed in this pull request?
   
   `ModelHookDispatcher`, `TagHookDispatcher` and `PolicyHookDispatcher` now 
call `AuthorizationUtils.notifyEntityNameIdMappingChange` for the old name 
after a successful delete, or after an alter that contains `RenameModel` / 
`RenameTag` / `RenamePolicy`. As in `FunctionHookDispatcher.dropFunction`, only 
the built-in authorizer's cache is invalidated; the catalog authorization 
plugins are not called.
   
   ### Why are the changes needed?
   
   The authorizer's name→id cache was never invalidated for these entity types. 
After a delete or rename, an object later created under the old name was 
authorized against the old object's id on the local node.
   
   Fix: #13557
   
   ### Does this PR introduce _any_ user-facing change?
   
   No.
   
   ### How was this patch tested?
   
   New unit tests in `TestModelHookDispatcher`, `TestTagHookDispatcher` and 
`TestPolicyHookDispatcher` cover delete, rename, alter without rename, a failed 
alter and a delete that returns `false`.
